Description
This project assisted the City in determining what changes to the City zoning ordinance should be considered to better reflect the actual supply and demand for parking in TOD areas, and encourage increased transit use by residents and businesses in these areas. Parking requirement alternatives were analyzed for all CTA and Metra station areas in the City of Evanston. The City's goal was to increase the use of transit, balance the supply of parking needs in TOD areas and refine policy that will lead to the elimination of unnecessary parking being constructed in the City. A parking research and best practices report was written to based on TOD parking best practices,recommendations to reduce parking requirements for the City as well as other strategies to reduce the parking demand near transit stations.
Current Activities
A Text Amendment to officially reduce the parking requirements in TOD areas was adopted by City Council in September 2017 and is being applied to new developments in the City's TOD areas.

Project DetailsDescription
This project assisted the Village with the development of a zoning ordinance overlay for the Harlem Avenue corridor between the Harlem / Lake Green Line CTA station and 16th Street as well as the Roosevelt Road corridor between 1st Avenue and Harlem Avenue. Both corridors have significant Pace and CTA bus service. A form-based zoning code approach was developed to enable the blending of new development and redevelopment for a mix of uses along each corridor and to accommodate and promote walkable, mixed-use development patterns. The final draft zoning code amendments are complete and are ready for Village Board adoption as revisions into the zoning ordinance. The RTA will monitor progress of adopting the revised zoning code amendments. In 2019, the Village Council approved zoning changes that sought to attract businesses and developers to the Village's Downtown Business District. Some of the approved changes were proposed during the zoning code update project that the Village completed in collaboration with RTA. In 2020, the Village Council approved additional modifications to the Village's zoning map. Forest Oaks, a 56-unit multi-family development that offers affordable housing for seniors, was completed in 2020. Located at 7228 Circle Avenue, Forest Oaks is adjacent to the Harlem/Lake Green Line station and is an example of the type of development that is now permitted following the Village's adoption of the zoning amendments developed during the zoning code update project.

Description
This project assisted the City of Highwood with zoning code revisions that enable
the City to carry out the TOD planning principles envisioned in their TOD plan. The code revisions provides detailed transit supportive zoning standards and design guidelines consistent with model codes in the region, and creates an entitlement environment that encourages transit friendly development.
Current Activities
The zoning code amendments are complete and were adopted by City Council on December 19, 2017. The RTA will continue to monitor success of the amendments.

The vehicles and operations funded by this program will be used for demand responsive paratransit service to provide door-to-door service for populations of the disabled, low income, and senior populations in the urban portions of Kendall County. The project is designed to be the first phase of a countywide general public transportation system.

Description
This project assisted the Village to plan for mixed use development in their core downtown area surrounding the Libertyville Metra station. The plan details the creation of a livable and walkable downtown area that remains architecturally significant and that will contribute to economic development and transit ridership. Current Activities
The final report was adopted by the Village Board in November 2017. In July 2018 the Village Board approved $1,289,800 to modify the basic downtown Metra station to add restrooms and upgrade the design to what is considered more in keeping with Libertyville's historic character. Station improvements should be completed by early 2019. In 2021 the renovation of a 116-year old historic building at the southeast corner of Shool street and ilwaukke Avenue, former home to the La Villa Theatre in downtown Libertyville. Plans include eight apartments on the upper two floors and the restoration of the building's original features. The RTA will monitor the Village's progress to implement the Plan. This project, by initially integrating the services of four dial-a-ride projects, now serves a geographic area covering seven communities, providing transportation services primarily for older adults and individuals with disabilities. This project will continue to integrate and coordinate dial-a-ride services currently being provided throughout McHenry County. Dial-a-ride service for seniors and people with disabilities is also provided throughout Greenwood, Dorr, Grafton, Nunda, McHenry, Marengo and Riley Townships. Three service extensions are included to serve the Fox Lake Metra Station, Valley-Hi nursing home/McHenry County Division of Transportation, and the Park and Ride lot in the Village of Lake in the Hills. Description
This project conducted an update of the Rand Road Corridor Plan, originally completed in 1998. The new plan includes an emphasis on transportation, transit access and land use along the corridor. Recommendations focus on improvements to bicycle/pedestrian infrastructure, Pace bus access and suggested intersection designs to create a more multi-modal environment.
Current Activities
The final plan was accepted by the Village Board in February 2017. The RTA will continue to provide implementation support to the Village as needed.

This project, as part of the Ride DuPage program provides seniors and individuals with disabilities increased employment opportunities by providing them with transportation to jobs in and outside of their own town and at times that may extend beyond traditional work hours. Seven local governments sponsor the service: City of Naperville, Naperville Township, Lisle Township, Wheatland Township, Village of Glen Ellyn, City of Wheaton, and Milton Township.

The service provided 2,445 trips in May 2018. This project is complete.

Description
This project funded technical assistance to Pace to enable them to conduct the following studies: The Green Bay Road Flexible Transportation Study in Lake County; the Barrington Road / I-90 Hoffman Estates Circulator and Land Use Study; and the Woodridge Park and Ride Transportation Plan. The Hoffman Estates study recommended transit service alternatives, revised land uses and bicycle / pedestrian improvements.
