The RTA worked with the Village to update their zoning regulations in the TOD area.
Current Activities
New TOD area zoning regulations were unanimously adopted by the Village Board on October 20, 2014 and the new regulations will be posted as soon as minor revisions are made.

The RTA coordinated with the Urban Land Institute (ULI) to bring in a panel of development experts to provide guidance and advice on ways the community can attract TOD investment in their Metra station area.
Current Activities
This panel convened in February 2014 and a summary report of the discussion can be found below in the Study Documents. The RTA is monitoring progress and will offer assistance with implementation as needed.

Description
This project created a transit-oriented development plan for an approximate ½ mile radius of the Highwood Metra Station, which is also served by Pace Route 472. The plan developed strategies to increase residential and commercial densities and add new business that will improve transit ridership.
Current Activities
The Downtown Projects Guide has been finalized and was adopted by the City Council on September 2014. The City of Highwood was selected by the RTA as part of the 2015 Community Planning Program to receive assistance updating their TOD area zoning regulations. This project began in May 2015 and the city is currently reviewing a draft of potential code revisions.
In 2015, the City of Highwood approved a redevelopment proposal for the former Hotel Moraine site to construct 103 units of senior housing with a grocery store on the ground level. The project is currently under construction. In spring 2018 the City announced a new residential project that adds 14 townhomes on property between Webster and Clay Avenues, located roughly two blocks from the Highwood Metra station. Plan implementation has continued with the approval of two multi-family developments on currently vacant lots, located on Green Bay Road. The proposals passed the Planning & Zoning Commission and City Council in fall of 2016. On September 20th 2017, the Planning and Zoning Commission approved a proposal for a mixed-use building with 52 apartments, 2,800 square feet of retail space and 56 parking spaces at 440 Green Bay Road. The City acquired this property in 2012 and demolished the former restaurant building on it. It was sold to a developer two years ago and TIF funds have been promised to help with development costs. The proposal will next go to the City Council for approval. In May 2018, the Webster Place Residential Project was approved. It consists of a 14-unit townhouse complex in Downtown Highwood and is under construction as of June 2018. In addition, a mixed-use development at 246 Green Bay Road consisting of 31 apartment units, 9000 sq. ft of commercial space, and 39 parking spaces was approved in September 2018 and went under construction in November 2018. This project will continue to integrate and coordinate three municipal services, the Cities of Crystal Lake, McHenry and Woodstock, and the McHenry County service. Additionally, it will continue providing services for seniors and people with disabilities in the Village of Lakewood, as well as throughout Greenwood, Dorr, and Nunda Townships. Three service extensions will be included to serve the Fox Lake Metra Station, Valley-Hi nursing home, and the McHenry County Park and Ride lot in the Village of Lake in the Hills. Current Activities

This project will fund the installation of electronic visual sign systems at 11 non-key ADA Metra stations to facilitate greater mobility for the hearing impaired as well as the general population. The signs will provide real time information about Metra train service
Current Activities
Metra executed a grant for this project with the Federal Transit Administration on June 24, 2013. This grant complements an ICE grant also awarded for the project. Metra expects to put this project out to bid this quarter.

This project, as part of the Ride DuPage program provides seniors and individuals with disabilities increased employment opportunities by providing them with transportation to jobs in and outside of their own town and at times that may extend beyond traditional work hours. Seven local governments sponsor the service: City of Naperville, Naperville Township, Lisle Township, Wheatland Township, Village of Glen Ellyn, City of Wheaton, and Milton Township.

This project examined the TOD area to identify ways to revise the zoning regulations to address the transit-supportive land use recommendations found in the Downtown Plan. The result was a proposed form-based code for the Downtown district.
Current Activities
The TOD zoning code revisions are complete and waiting on adoption by the Northbrook Village Board. The Board has met several times between 2016 and 2020 to discuss the proposed form-based code and potential revisions that would address Trustees' feedback.
